UN Study on Violence Against Children
CHI made contributions during the entire process of the VAC Study. Several of its child helpline members participated in the regional consultations that were held. CHI also submitted a report that contained recommendations to the VAC Study on the importance of child helplines and their needs to be able to reach out to children who are the victim of abuse and violence.

The important work of child helplines was recognised in Recommendation 8 of the VAC Report. It states that child helplines are a key part of creating accessible and child friendly mechanisms to respond to the needs of children who are the victims of abuse and violence:

“I recommend that states should establish safe, well-publicised, confidential and accessible mechanisms for children, their representatives and others to report violence against children. All children, including those in care and justice institutions, should be aware of the existence of mechanisms of complaint. Mechanisms such as telephone helplines through which children can report violence, speak to a trained counselor in confidence and ask for support and advice should be established and the creation of other ways of reporting violence through new technologies should be considered.”


Follow-up
In the first follow-up report published in November 2007, the work provided by child helplines was again recognised as an important mechanism for children to report their problems and incidents of violence. Please see “VAC Report: One Year Later” for a copy of the report.

The Special Representative

The resolution also asks for the appointment of a Special Representative on Violence Against Children. The Representative will be an independent advocate to promote the prevention and elimination of violence against children. As such the Representative will continue the important work that started in 2003 and form the next step in the improvement of the protection of children everywhere against all forms of violence and abuse.

CHI will cooperate as much as possible with the Special Representative, to build a position that is strong, independent and truly authoritative on the issue of violence against children.

In November 2007 the United Nations General Assembly adopted a resolution on the Rights of the Child. The resolution has a focus on violence against children and presses for the dissemination of the VAC report and full implementation of its recommendations.The United Nations monitors the implementation of the recommendations of the VAC Report by governments, international and national organisations. Information is gathered in follow-up reports. CHI contributes to these reports and submits recommendations together with the child helplines. The Secretary General’s Study on Violence against Children kicked-off in 2003. The Study was the first global effort to get a detailed picture of the causes, forms and incidence of violence against children everywhere. Civil society organisations and governments contributed actively to the entire study process. In 2006, the conclusions and recommendations to prevent and respond to violence against children were presented to the United Nations. The document contained 18 recommendations to improve the capability of all organisations to better protect children from all forms of violence.
